The pencil sharpener is in tested and working condition, as shown in the photos. There is a flaw and the plastic bits that hold the cage topper broke off and no longer keeps the topper in place, allowing the balls to fall out if you spin the wheel. Could be possibly fixed or have a piece glued up top if you wanted to just keep the balls inside of the item. All the bingo balls are included as shown. Measures approximately 3 tall.
